Game Mechanics
Fortification: +2 Combat Strength per turn of fortification up to a maximum of +4 CS (from +3 CS per turn, w/ max of +6 CS)
Disasters: Remove Droughts and Tornados entirely. Reduce the chance for district and building pillages from all other disasters by 50%.
Great People
Rajendra: Activating the ability will now grant a privateer (from +3 CS on all naval units)
Francis Drake: Activating the ability will now grant +3 CS on all naval units (from granting a privateer)
Governors
Amani: (in game text will now be updated, this change is live as of v5.2.11)
- Base Ability: Can be assigned to a city-state, where she acts as 2 envoys. When established in a city-state, cities with a trade route to this city gain +2 food / +2 production as a modifier to city yields
- 2nd right-side promotion: Provides +2 additional strategic resources for each one you have revealed (from +1)
Liang
- Increase establishment to 4 turns (from 3)
- City Parks: +2 housing (from +1), remove gold yields (from +3 gold)
Magnus
- Surplus Logistics: +2 food on internal trade routes sent to this city, +20% growth in this city, +1 movement to settlers trained in this city
- Provision: +2 production on internal trade routes sent to this city. This city does not lose population when training settlers

City Patron: +40% production toward districts (from +50%)

Civilization Changes
Abraham Lincoln (buff):
- +100% production toward aqueducts
Babylon (rework):
- Palgum: change to +1 production on all farms regardless of freshwater (like regular watermill), +1 food on other improvements adjacent to freshwater
Chandra (buff)
- Units produced in cities with a Shrine receive +1 movement and +1 combat strength
- Units produced in cities with a Temple receive +1 sight and +1 combat strength (+2 total shrine + temple)
- Units produced in cities with a Tier3 Worship Building receive +1 combat strength (+3 total shrine+temple+tier3)
- Cities with a Tier3 Worship Building in their Holy Site will be able to directly train corps/armies at a discount without a military academy once reaching nationalism/mobilization. Note that this stacks with the discount from also having a military academy.
Cleopatra, Ptolemaic (nerf):
- Civ ability only works on city centers and improved tiles
Colombia (nerf):
- The ability to promote and move is now limited to light and heavy cavalry, spies, and planes (from all unit types)
Cree (nerf):
- Okihtcitaw: 15 combat strength base and +5 CS vs stronger units (from 20 CS base)
Dutch (buff):
- Polders: unlocked at feudalism. Now only require 1 adjacent land tile to be placed (from 2). Provide +3 defensive fortification for Dutch units
Elizabeth I (rework):
- Receive +1 Trade Route Capacity when reaching Shipbuilding, Exploration, and Mercantilism
- Naval Raiders: +1 movement and +1 sight
Gaul (nerf):
- Remove culture bomb on mines, grant culture bomb on Oppidum
Greece (buff):
- Revert wildcard slot to Code of Laws (from Political Philosophy)
Khmer (revert):
- Revert culture bombs on Holy Sites
Kongo (nerf):
- Ngao: reduce to 2 movement (from 3), remove ability to move through rainforest (Mvemba still has this as a leader ability)
Ludwig II (nerf):
- Ability now only applies to completed wonders
Mali (rework):
- Revert all the BBG changes related to the 30% malus to clean the code
- Revert gold on mines nerf
- +2 faith if this city owns at least two desert tiles (from +1 faith per adjacent desert tile)
- Suguba gives a 5% discount on gold and faith purchases (from 20%)
- Can purchase desert tiles for 50% of the cost of a normal tile purchase
Maya (nerf):
- Remove +3 combat strength within 6 tiles of your capital
- Reduce extra yields to +5% (from +10%)
- Reduce malus to -10% (from -15%)
Persia (rework):
- Remove trader yields on civ ability
- Cyrus: Add the old culture trade route ability to a Cyrus leader ability
- Nader Shah: Add a new trade route ability that mirrors Cyrus, except with science and scales on Education and Scientific Theory
- Immortal: 39 melee strength (from 36)
- Pairidaeza: +1 base housing / +1 culture when next to city centers
Qin Shi, Unifier (buff):
- +50% production toward encampment buildings
- Barracks grants +2 slot for great works of writing
- +1 great writer point per encampment
Ramses (nerf):
- Adjust culture values on buildings/wonders to 10/25 (from 15/30)
Scotland (nerf):
- Remove the +1 movement when starting on hills from builders
Sumeria (buff):
- War Cart: Gains the ability for escorted units to inherit its movement (same as Keshig ability)
Spain (nerf):
- +3 Combat strength due to religion (from +5 CS)
Sweden (buff):
- +Non-capital cities receive an additional +2 food / +2 production base when settling on desert, tundra, or snow terrains
Vietnam (nerf):
- +0 Combat Strength on features outside of Vietnam territory (from +2)
Zulu (nerf):
- Remove +3 combat strength at nationalism (+2 at Mobilization remains)
